Japan PSE Certification
In Japan, the Ministry of Economy, Trade and Industry (METI) is the regulatory agency responsible for the Electrical Appliance and Material Safety Law which regulates the manufacture and sale of electrical and electronic products to prevent potential hazards. Electrical and electronic products regulated by the Law are classified as Specified Electrical Appliances and Materials (Category A) and Non-Specified Electrical Appliances and Materials (Category B)
Importers of electrical appliances and materials (hereinafter refers to “electrical appliances“, be it Category A or Category B have the obligation to ensure that the appliances conform to the mandatory technical requirements, and to affix the applicable PSE mark on the appliance before placing the appliance on the market.
Particularly, any Specified Electrical Appliance or Material (Category A) shall undergo third-party conformity assessment and be marked with the PSE diamond mark after successful certification by the third-party conformity assessment body. TÜV SÜD is authorised by METI to perform certification for Specified Electrical Appliances (Category A) and is therefore a gateway for manufacturers exporting electrical appliances to the Japan Market.
Safety and EMC characteristics of products are evaluated to ascertain compliance to technical requirements under the Scheme. An evaluation of a manufacturer’s factory facility is also performed if the product is a Category A electrical appliance.
A Category A electrical appliance can only be affixed with the TÜV SÜD’s PSE Diamond Mark after successful certification. The manufacturer is expected to ensure that its factory can manufacture the certified electrical appliance to continuously conform to the mandatory technical requirements after initial certification and for the full period where the electrical appliance is certified under the PSE Mark Certification Scheme.
The PSE Mark Certification Scheme is also a useful means for manufacturers of Category B electrical appliances to support their attestation of conformity to the Electrical Appliance and Material Safety Law by having their product type approved.
Having a product certified by an METI Registered Conformity Assessment Body, such as TÜV SÜD, provides assurance that the product complies with the Japanese regulations. Without the PSE Mark, you cannot legally access the Japanese market.
